Charter Benefits Consulting LLC is a specialty consulting firm that provides personalized and professional advice and services to small businesses and individuals regarding Health Care. Our mission is to keep abreast of and respond to the changes mandated by the Affordable Care Act. CBC has met all of the requirements to represent individual clients through the Federal Marketplace, and group clients through the Small Business Health Options Program (SHOP).
We provide on-going value to clients by helping them to select the most appropriate benefits package for their needs. The company is active in the benefits field and currently advises seniors on Medicare offerings and others on options available through the Affordable Care Act.

Stephanie Fedoroff is a CPA with more than 25 years in the accounting profession and is also a certified Senior Professional in Human Resources. In this role she recruited, hired and trained personnel. She managed benefits offerings to 20,000+ employees governed by five collective bargaining agreements. Medical benefits costs exceed $200 million per year. She managed eligibility audits, which resulted in savings of more than $12 million and introduced a district-wide “opt-out program” to pay employees not to enroll in the District’s coverage. She interacted extensively with the Public School Employees’ Retirement System and worked with insurers to offer retirees a range of Medicare Supplements, Medicare Advantage Plans and drug plans. She organized and presented educational meetings for retirees with counseling on Medicare and Social Security offerings.
